In skillet, sauté ground beef and onion in oil until meat is browned. Drain off fat. Add tomato paste, water, broth, pizza sauce and chili powder. Mix well and simmer for about 5 to 10 minutes, stirring regularly, or until mixture thickens. Remove from heat and set aside.
Top each muffin halve with seasoned beef mixture, green pepper and tomatoes. Sprinkle with Canadian Mozzarella cheese. Bake in oven for 5 to 10 minutes or until cheese has melted. Can be eaten hot or cold. Wait until completely cool to wrap.
